Abstract

The development of a modern higher education system in accordance with the National Strategy for Sustainable Social and Economic Development of the Republic of Belarus for the period until 2030 provides for the solution of the most important set of tasks to increase the competitiveness and attractiveness of higher education in the global educational space. One of these tasks is to increase scientific and technical competence and strengthen human resources to ensure the implementation of educational programs of higher education. The current quantitative and qualitative composition of the teaching staff requires a special approach in the educational environment and the enhancement of the traditions of scientific schools as the basic basis for the institution of higher education. The issues of rejuvenating the teaching staff and securing young specialists within the university should be under constant control. A thorough analysis of the organization and attraction of certain categories of workers who have the status of young specialists to perform work, and the application of additional incentive payments to them is required. In this regard, the article is devoted to the development of the personnel reserve in higher education institutions. Particular attention in the work is paid to the teaching staff. In order to ensure timely filling of vacant (vacant) positions, high-quality training of students, development of infrastructure that involves organizing the educational process as a continuous scientific, educational and practical activity of future specialists, recommendations have been developed for the formation and use of a personnel reserve in institutions of higher education at level of faculty, management, department, service. Additional measures are proposed to attract young people into production and innovation activities.
