Abstract

Today active work is underway to harmonize and unify the legislation of the Republic of Belarus and the Russian Federation in various areas, including in the field of waste management. When harmonization is carried out at the initial stages after the definition of legal acts scheduled for study, a comparative analysis of specific blocks, such as the conceptual apparatus, the structure of management bodies and their powers, the system of regulation and control (supervision), as well as other elements to be harmonized. Comparative legal research occupies a special place in modern legal science, which is due to the processes of globalization, the formation of a single legal space and politically determined trends towards the harmonization of national legislation. This research was carried out on the basis of a comparative analysis of the basic regulatory legal acts regulating the area of waste management in the Republic of Belarus and the Russian Federation in order to determine the powers of the authorities whose competence includes the management of certain stages of waste management. In addition to studying the legal framework, a selection of research materials was made, which highlights the positions of leading experts from Belarus and Russia on the definition of the concept of state regulation. The definition of the noted concept is derived, which should be fixed at the legislative level.
