Abstract

The purpose of this work is to analyze the current system of supervising the activities of real estate organizations in the Republic of Belarus, international experience and recommendations on the use of the risk-based supervision and offer the methodology for determining the risk degree of the activities of real estate organizations for conducting risk-based supervision.

In previous publications, the author identified the main shortcomings in the real estate activities and its monitoring in the Republic of Belarus, the main tools for improving the business processes of real estate activities in the context of a developing digital economy. In this paper, the author clarifies the shortcomings of the current state of supervision of real estate organizations, determines the main risks of real estate activities, presents a methodology for determining the risk degree of real estate organizations based on an automated monitoring system.

The methodology is based on the use of the information resource “Electronic register of real estate services contracts” and an automated workplace for it. These resources were developed but not implemented in the real estate industry. With the help of this registry, real estate organizations will be integrated with the environment of the emerging e-government. Real estate organizations will receive electronic access to state information resources, information from which is necessary for the quality provision of real estate services.

The scientific novelty of this work is that it presents for the first time a methodology for determining the risk degree of the activities of real estate organizations using the electronic register of real estate services contracts. To develop the methodology, a survey of experts was conducted (representatives of professional market participants and interested government organizations), who spoke positively about the proposed changes and assessed the significance of the criteria for determining the risk degree of the activities of real estate organizations.
