Abstract

The article examines the processes of transforming the living conditions of the rural population. Attention is drawn to strengthening social aspects in the economic policy of the party and Soviet leadership of the BSSR and directly on the ground, to changing approaches to solving social problems. Complex programs of housing, civil and cultural construction in rural areas, issues of engineering development of settlements are analyzed using examples of economically successful advanced farms of the republic. A positive trend has been identified to expand the possibilities of social reorganization in connection with the strengthening of financial and economic levers of management, the development of inter-farm cooperation and agro-industrial integration. Statistical data confirming this trend is provided. Attention is focused on testing the economic method of construction on one’s own in a number of collective and state farms of the Byelorussian SSR. The volumes, quality and level of all types of services to village residents were studied. The process of transforming the service sector into a large mechanized branch of the national economy and the formation of its new structural units has been studied. Attention was drawn to the emergence of necessary household amenities and real opportunities for obtaining the necessary range of services at the place of residence. Problems that acted as a limiting factor in the implementation of the plans were noted. Conclusions are drawn about the achieved results of development of the social and everyday sphere of the village.
