Abstract

The article considers the concepts of inclusive development, decent labour and decent wages as priority goals of socio-economic development of Belarus. It is proposed to consider the prerequisites for achieving these goals on the basis of studying the dynamics of indicators of innovation and technological development of the country and indicators characterising the presence of accompanying social and labour trends, such as de-standardisation of employment, growth of the level and dynamics of wages. The analysis of the structure of value added in the manufacturing industry, the efficiency of functioning of domestic enterprises, business-demographic statistics, the structure of money incomes of the population and the structure of the working population by employment status has shown the weak dynamics of innovation and technological development of the national economy in recent years. To clarify this conclusion, it was necessary to turn to the social and labour parameters that characterise the quality of employment and the stability of wages. It was established that there is no trend towards destandardisation of employment, as well as no trend towards the growth of the level and differentiation of wages, which confirmed the obtained conclusions. In conclusion, the final conclusions are formulated about the absence of significant prerequisites for the implementation of the concepts of decent work and inclusive development and the need for their formation by improving the institutional environment.
