Abstract

The article reflects the peculiarities of the legal status of the population of the unoccupied provinces of Belarus by the beginning of the fourth year of the World War. The results of the internal policy of the Provisional Government related to the provision of broad civil liberties and electoral rights to citizens of the Russian Empire, including Belarus, are shown. Attention is drawn to the process of gaining freedom of the press, unions, assemblies by residents of Belarus and soldiers of the Western Front, as well as their (freedoms) use to achieve corporate and public goals in the first months after the February Revolution. Emphasis is placed on the negative consequences of the exercise of civil rights and freedoms in the process of democratization of the armed forces, politicization of public life, economic policy of the Provisional Government, popularization of radical ideas at the front and in the rear in the summer-autumn of 1917.
