Abstract

State real estate management issues determine the efficiency of both the economy of organizations and the Republic of Belarus as a whole. Based on an analysis of the activities of the State Property Committee in the accounting and disposal, conclusions were drawn about the developing effectiveness assessing processes for organizations-owners. In particular, it is proposed to focus on a system of indicators, including an assessment of the extensiveness and intensity of use of the object, as well as its level of quality (condition). The authors note that the calculation of an integrated indicator is not always appropriate, since its value may too average the assessments of individual criteria, and target indicators should be used (their examples are given in the article). In the article, the authors present 5 processes for assessing the state real estate efficiency, including: “Inventory (the main goal is to collect data to identifying an object and calculating the efficiency of its use), “Assessment of the significance (criticality of availability) of an object for the organization activities,” “Disposal” (includes sale, lease, free use, conservation), “Calculation and monitoring of efficiency (performance) indicators” (includes assessment the use of the facility by area, costs of operation and maintenance, rent inflows; market value of repairs (modernization, reconstruction) to the replacement market value), “Planning of real estate management of an organization”.
