Abstract

Teaching staff whose work activity is focused on the implementation of educational programs of higher education, as well as additional adult education, science-oriented education belongs to the teaching staff. In accordance with the new edition of the Code of the Republic of Belarus on Education, adjustments have been made to the duties of the teaching staff. So the condition of having a master’s degree and (or) a scientific qualification “Researcher” has been added to the qualification characteristics. In this regard, the article considers the provision of the educational process by qualified teaching staff. The analysis of researchers who conducted scientific research in 2018–2022 was carried out. Statistical data regarding the defense of scientific papers (dissertations) and the awarding of appropriate academic degrees (titles) have been studied and presented. Information about honorary members of the National Academy of Sciences of Belarus, as well as foreign members of the National Academy of Sciences of Belarus for making a significant contribution to the development of science is summarized, including information about academicians and corresponding members. Additional guarantees and compensations provided to teaching staff are analyzed. The article presents the author's reasoning about the reasons for the decline in the settling down of employees from among the teaching staff. The author’s recommendations have been developed in terms of increasing the degree of consolidation of teaching staff from among the teaching staff in educational institutions.
