Abstract

The article examines the mechanism of the governor's control over peasant self-government. It is shown that supervision was carried out through peace mediators, district peace congresses (in Vitebsk, Mogilev and Minsk provinces from 1878 – district presences for peasant affairs), and provincial presences for peasant affairs, and at the beginning of the 20th century – zemstvo chiefs, district congresses and provincial presences. In turn, the provincial presences for peasant affairs (provincial presences), presided over by the governor, monitored others of the listed bodies. It is noted that these institutions were staffed through the appointments of the Minister of Internal Affairs, the Governor-General and with the participation of the head of the province. It was concluded that the governor was more important in the mechanism of supervision of peasant public administration in Belarus than in the central Russian provinces.
