Abstract

The purpose of this work is to identify measures taken by the Soviet leadership to optimize the state policy on environmental protection and nature management on the border of the 1980s and 1990s in accordance with the documents adopted by the CPSU at the XXVII and XXVIII congresses and at the XIX All-Union Conference. The article draws attention to the fact that the state environmental policy in the USSR during the years of perestroika took place in several stages, which were characterized by the deployment of a number of waves of democratization in the life of Soviet society. The perestroika processes affected the liberalization of the political system, the transfer of the national economy to a regulated market, and the expansion of the rights of the Soviet republics. The novelty of the work under consideration lies in the systematic analysis of the documents of the CPSU on the restructuring of the state system of environmental protection management. Such an attempt was made for the first time in historiography.

The documents adopted at the XXVII and XXVIII congresses and the XIX All-Union conference contributed to the increase of the human factor in all spheres of public life in the country, including in relation to environmental issues. However, the defeat of the August 1991 putsch eventually led to the ban of the CPSU and the curtailment of a far-reaching action plan for the restructuring of relations between the Union center and its constituent Soviet republics.
