Abstract

The implementation of the “green” economy model determines the relevance of resource efficiency of regional development, which is an ecological and economic process associated with the increasing limitation of environmental resources over time. Resource efficiency is determined by the new conditions of the economic environment, which change the content of economic growth and determine the need for its transformation into “green” growth. The theoretical and methodological part of the study is based on the explanation of the essence and content of the “green” economy and the “green” concept of regional development. “Green” growth is considered in the context of resource efficiency of the regional economy. Summarizing the results of foreign and Belarusian scientific research, the author’s model of resource efficiency of the regional economy based on the ecological cost of economic growth is determined. The absence of a system of indicators of “green” growth at the regional level determines the urgency of its formation and practical application in the activities of local executive authorities to monitor and assess the contribution of regional economic entities to its provision. On the example of the Gomel region, national indicators of “green” growth were adapted, calculations were carried out, based on the results of which practical recommendations were given for the development of a methodology at the regional level and its improvement at the state level.
