Abstract

The topic of state environmental policy in the BSSR during the years of Gorbachev’s perestroika is innovative in historical science today. The last comprehensive study on the state policy in the republic in the field of environmental protection and nature management was published in 1987. However, its chronological framework covers the period from 1976 to 1985, and therefore the processes of perestroika are almost not affected. Some issues of the policy under consideration have become the subject of research by specialists in other scientific fields, primarily lawyers and economists. They draw attention to the difficulties in the functioning of the environmental management system, omissions in environmental legislation and the problems of reforming the economic regulation of environmental management. In the studies of natural scientists environmental problems related to the negative impact of industry and land reclamation work on the state of the environment are touched upon, in connection with which measures are taken by the state to overcome the existing gaps. In order to systematically analyze the state environmental policy in the republic during the years of perestroika, it is necessary to study the decisions of the CPSU – CPB, the activities of the State committee of the BSSR for nature protection, the Belarusian republican department for hydrometeorology and environmental control and the Standing commission of the Supreme Council of the BSSR on nature protection and rational use of natural resources.
