Abstract

The article considers the main stages of the transformation of the management system of the national tourist complex and the latest period of its development. The author reveals the specifics of reforming the tourist complex of the republic in the conditions of transition to market forms of management, shows the search for new forms of state regulation of the complex in order to increase its competitiveness. The content of new structural instruments for regulating tourism in the country after the adoption of the Law “On Tourism” is disclosed. The role and significance of the five-year state programs for planning the tourism development, as well as the Department of Tourism, first created in the structure of the Ministry of Sports and Tourism of the Republic of Belarus, are shown, and its functional tasks are revealed. In the article, special attention is paid to the specifics of state support for the formation and development of one of the priority areas of domestic tourism – agroecotourism, which later became a driver for the domestic tourism development in the regions of the republic. Based on the analysis of the international tourism development in the country in the period 2014–2019 the author reveals the content of the implemented multi-vector foreign policy, shows the positive effect of improving the visa policy. The author raised the issues of improving the tourism management structure in the post-covid period, paid attention to the existing potential of public-private partnership, the need to protect the rights of consumers of travel services, national tour operators, the need to develop regional tourism management structures.
