Abstract

Eco-balanced development of the region implies a harmonious coordination between three systems: economic, social and environmental. Giving priority to the economic component as the material basis of social development, the article substantiates its importance in solving a number of environmental problems. The interaction between the spheres determines new approaches to the consideration of the essence and content of factors of production, which in the conditions of ensuring sustainable development are transformed into factors of vital activity of the territory. The formation of a systematic approach to the development of theoretical and methodological aspects of the eco-balanced development of the region determines the need to consider the balanced development of the region as an economic category, to analyze the theories of regional development. The genesis of the main theories and concepts shows that the basis of modern ideas about the eco-balance of regional development is the synthesis of theories of the distribution of productive forces and factors of production, economic growth, interregional economic relations and competitiveness.

The methods considered in the article for assessing the balance of regional development are based on a system of indicators that characterize the state of individual areas of activity, and the definition of aggregate indicators. Special attention is paid to the ecological dynamics of balanced development, which is expressed in an integral form by the economic assessment of environmental capital represented over time.
