ORGANIZATIONAL MODEL OF FORESTRY MANAGEMENT IN BELARUS: HISTORICAL EXPERIENCE AND DIRECTIONS OF DEVELOPMENT

Abstract

The article discusses topical issues of a possible change in the system of state forest management in the Republic of Belarus. The historical path of forestry development in Belarus, the results of the ineffective reorganization of Gorodoksky and Beshenkovichi forestry enterprises by joining Vitebskdrev OJSC allows us to conclude that the merger of the Ministry of Forestry and the Bellesbumprom concern may lead to significant negative economic and social consequences. World experience in forestry management (Finland, Sweden, Germany, Austria, Poland, etc.) shows that there is a clear division between activities in the forestry and timber industry.

It is proposed to solve the issues of forest management optimization at the forestry level by transforming forestry institutions into unitary enterprises in order to increase the material interest of workers, optimize costs, stimulate the development of small and medium-sized businesses through the development of the forestry services market and the use of uniform approaches to the formation of tariffs for them. In turn, the leshoz, as a fairly successful organization at the regional level, could act as the nucleus of the cluster being formed as a new modern cooperative form for forestry, which would allow not only to achieve efficient production and use of wood, the use of economically and environmentally effective recycling technologies wood waste, create conditions for the production of organic products (side-by-side use), the development of hunting and ecological tourism, but also simultaneously solve the problem of inclusiveness, the inclusion of all groups of the population of rural areas, and implement a social function.
