Abstract

There are losses when forest land is removed and used for non-forest purposes. Losses are incurred by land users and forestry because forest land is removed from forestry activities. The Republic of Belarus has legislation on the use and protection of land. Such losses are compensated by law. The right of land users to compensation for losses is the protection of their property interests. This right is guaranteed by the Constitution of the Republic of Belarus. The right of land users to compensation for losses gives equal rights and equal conditions for the development of all forms of ownership, the implementation of economic and other activities.

The purpose of the study is to write a methodological framework and procedure for assessing losses from the removal of forest lands for non-forestry. The article discusses the procedure for removing forest lands for non-forest purposes. Methodological principles for assessing forestry losses are given. The methodology for assessing losses from the withdrawal of forest lands is given. The methodological approach includes: calculation of losses from the removal of land plots, with plantings up to the age of crown closure; calculation of losses from non-receipt of non-timber forest products; assessment of lost profits.
