Abstract
The article presents the results of a study of the possibilities of cross-cluster interaction between Russia and the Republic of Belarus based on the analysis of the modern cluster policy pursued in the Russian Federation and the Republic of Belarus, which provides for measures to improve the organizational and financial mechanism of the clustering process. Cross-cluster interaction can give a new impetus to innovative development in integration groups. It is noted that the organization of crosscluster interaction seems appropriate in high-tech areas, such as information technology, biotechnology, etc. The clusters of the Republic of Belarus, based on the level of interaction based on the cluster model of development, are considered as active, emerging and potential clusters.
The results of the study of the activities of 20 Russian biotechnological clusters, as well as Belarusian clusters and individual organizations made it possible to identify the following possible areas of cross-cluster interaction: industrial biotechnology and bio-pharmaceuticals; pharmaceuticals; medical industry. The article proposes options for interaction between biotechnological clusters and organizations of Russia and Belarus, taking into account mutual scientific interests, the existing scientific and organizational base and priorities for the development and production of innovative products in the direction of “industrial biotechnology and biopharmaceuticals”.
