Abstract

The presence of a large number of various environmental quality criteria traditionally creates a situation of evaluative disunity and, as a result, the practical inefficiency of various methods. The introduction of the principle of hierarchical interdependence into the assessment procedure to a large extent contributes to overcoming the incompatibility of assessment methods and the formation of a complex criterion capable of performing environmental and regulatory functions with sufficient efficiency, taking into account the level of socio-natural optimality of the real environmental situation.
